There is only one theme that connects all the dots of my career: I attempted to improve the performance of every organization I have worked for. That experience, obtained in the public, not-for-profit and private sector, informs everything Policy Innovation, Inc. (PI) does today.
Over the last dozen years, my approach has increasingly utilized data and analytics to help clients identify the real problem, design and test their solutions on a small scale and better understand and overcome resistance that often accompanies initiatives that seek to improve performance.
I have used this approach in a number of state and local government leadership positions, most recently as Deputy Secretary of the New York State Senate Finance Committee. Before that, I served as Director of Operations for Albany County, NY. I have also served as the Senior Policy Advisor to the New York City Deputy Mayor for Operations and as a Senior Fiscal Analyst with the New York State Assembly Ways & Means Committee.
In addition to my public service, I have served as the Director of Operations at the Rensselaerville Institute (The Think Tank with Muddy Boots), Executive Director of the New York State Government Finance Officers’ Association and as a former foreign exchange trader, where I worked for a number of international banks and brokerage firms.
I hold a Master of Public Administration degree from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a Bachelor of Science degree from the University at Albany. I also studied in the doctoral program in Public Policy Analysis at UNC-Chapel Hill. During that period I provided advice to the State of North Carolina Department of Commerce, the North Carolina Alliance for Competitive Technologies and the North Carolina Board of Science and Technology.
I earned the Certified Change Management Practitioner designation from Prosci in 2011 and am a member of the Association of Change Management Professionals and Project Management Institute. I have also been a member of the Turnaround Management Association, National Federation of Municipal Analysts, Municipal Analysts Group of New York, the New York State Government Finance Officers’ Association and the Association for Public Policy Analysis and Management at various times during my career.
